If you’ve been looking into mortgage options in Ontario, you’ve probably heard the terms mortgage agent and mortgage broker. And while they’re both licensed professionals who help you secure financing, there is a difference between them—and even within the mortgage agent category, there are different licensing levels that determine who can work with which lenders.

Let me break it down for you in simple terms, so you know exactly who you’re working with and what that means for your mortgage.

The Three Licensing Levels in Ontario
In Ontario, mortgage professionals are regulated by the Financial Services Regulatory Authority of Ontario (FSRA), and there are three different license types:

1. Mortgage Agent Level 1

This is the entry-level license. Mortgage Agent Level 1 license holders can arrange mortgages only with lenders that are considered “non-complex”, such as major banks, credit unions, and a few other institutional lenders. They cannot work with private lenders or some alternative lending solutions.

So, if your mortgage needs are straightforward—like buying a home with good credit and stable income—a Level 1 agent will be able to help. But if your situation is more complex, their options could be limited.

2. Mortgage Agent Level 2

Level 2 agents have completed additional education and passed an upgraded licensing exam. This license allows them to work not just with traditional lenders, but also with private lenders and more complex mortgage scenarios. These are the agents who can help with situations like bruised credit, self-employment, or unconventional income streams.

Level 2 agents are much more versatile in the types of mortgages they can arrange.

3. Mortgage Broker

Mortgage brokers—like me—hold the highest license. To qualify, an agent must work in the industry for at least two years, complete the broker education program, and pass the FSRA-approved exam.

As a broker, I can do everything a Level 2 agent can do, but with added responsibilities: I can supervise agents, manage a brokerage, and ensure our team is following all regulatory requirements. I can also be assigned the responsibility of the compliance and oversight of mortgage activities within my team.

Why Does This Matter for You?
The level of your mortgage professional’s license affects which lenders and products they can access on your behalf. 

If you’re in a fairly straightforward situation, you might not need access to alternative or private lenders—but in some situations, if you are self-employed, recently divorced, new to Canada, or carrying a unique debt profile, you’ll want someone who can explore a wide range of lending options or at the least, someone who works closely with a licensed broker to co-broker your file.

And that’s where working with a Level 2 agent or a broker becomes especially valuable.
